League Constitution

This is the constitution of the Derby Area Tennis League.

DERBY AREA TENNIS LEAGUE Constitution (Approved 16th February, 2016)
1. The Organisation shall be known as the “Derby Area Tennis League”, hereafter referred to as the League.
2. The objective of the League shall be to organise competitive tennis on behalf of member clubs.
3. The League shall be affiliated to the Derbyshire Tennis Association.
4. Membership shall be open to clubs having the use of suitable courts and be in reasonable travelling distance of Derby. Applications for membership shall be considered at Annual General Meetings of the League, or in the case of the Winter League by the League Committee.
5. Competing clubs shall be affiliated to the Derbyshire Tennis Association or other county association.
6. The League Committee shall consist of a Chairperson, Hon. Secretary, Hon. Treasurer, and up to eight other committee members all of whom shall be elected at the Annual General Meeting.
7. The financial year shall end on 31st December and the Annual General Meeting shall be held by the end of February each year.
8. The League Committee shall be empowered to deal with all Constitutional matters. Should the decision of the Committee not be acceptable to any Club, then the matter shall be placed before the next Annual General Meeting.
9. An Extraordinary General Meeting of the League shall be convened by the Secretary of the League within 28 days of the receipt by the Secretary of a request in writing signed by Secretaries of three member clubs or by three members of the League Committee. The request shall state the business to be considered at the meeting. Not less than 14 days written notice of the date, time and place of the meeting shall be communicated to the Secretaries of member clubs. The notice shall state the business of to be considered at the meeting. No other business shall be considered or transacted at such Extraordinary General Meeting. The quorum for such meeting shall be pursuant to item 16.
10. The Hon. Secretary shall keep a Minute book or Minute file in which he/she shall record all business transacted at all meetings and keep a register of Club Representatives, with their names and addresses. The Hon. Secretary shall call all meetings, conduct the correspondence, produce and update league tables and generally attend to the affairs of the League. The Hon. Secretary may receive an annual honorarium in recognition of this work. The amount shall be determined by the League Committee.
11. The Hon. Treasurer shall have care of the finances of the League and shall prepare the annual balance sheet. All cheques over £500 shall be signed by two of the following: Hon. Treasurer, Hon. Secretary, and
Chairperson.
12. Prior to the Annual General Meeting the accounts shall be independently examined. The accounts for the year should be presented to the Annual General Meeting.
13. The Hon. Secretary shall give 28 days notice in writing to Club Representatives of the calling of an Annual General Meeting and 14 days in writing of any proposed change to the Constitution or to the Rules.
14. Voting shall be by a show of hands or ballot. Those eligible to vote at Annual General Meetings shall be  one member of each attending Club constituting the League.
15. The Bankers of the League shall be decided by the League Committee.
16.The quorum for an Annual General Meeting shall consist of representatives from 10 member Clubs,
17. Rules governing matches shall be circulated to all League Clubs.
Dissolution A resolution to dissolve the League shall be proposed only at an extraordinary general meeting and shall be passed only if carried by a majority of at least three-quarters of the Members present and voting.  The dissolution shall take effect from the date of the resolution and the members of the Management Committee shall be responsible for the winding-up of the assets and liabilities of the League.
Any property remaining on a winding up or dissolution of the League after the discharge of the debts and liabilities of the League shall not be paid to or distributed among the members of the League but shall be given or transferred to one or more of the following sporting or charitable bodies (i) the LTA for use in community related initiatives for the Game; (ii)another registered community amateur sports club for the Game; or (iii) a registered charitable organisation.
